- SE05 evaluation report (PDF, 123 kB)*: evaluation of the SE05 project, and its effectiveness in building capacity of regional bodies to develop and trial incentive schemes.
Links to tools and guidance papers that were developed to support regional bodies to choose, design, implement, monitor and evaluate incentive programs, are available:
- National Market Based Instruments Pilot Program (PDF, 137 kB)*: explores and trials market-like approaches to natural resource and environmental management. Provides a summary of pilot programs, focusing on those that use competitive tenders.
- Understanding social and economic influences on natural resource management decision-making (PDF, 188 kB)*: explores historical, economic and social reasons for poor NRM and constraints to achieving NRM goals. Focuses on the agricultural sector.
- Choosing between incentive mechanisms for natural resource management: a practical guide for regional NRM bodies in Queensland (PDF, 92 kB)*: detailed discussion of available incentives, as well as a tool for deciding which is the most applicable.
- Monitoring and evaluating incentive mechanisms for natural resource management: a practical guide for regional NRM bodies (PDF, 73 kB)*: guidelines for monitoring and evaluating incentive mechanisms.
- NRM incentives database: a database of funding and other incentives provided by the Australian, Queensland and local governments, regional NRM bodies and other non-government organisations. Updated as new incentives are developed.
- Read about the innovations fund: funds are available to NAP regional NRM bodies to research economic incentives in partnership with researchers and the Department of Natural Resources and Water.
- Basic guidelines on the design and use of grants, stewardship payments, rate relief, competitive tenders and cost-sharing principles are also available.
- The Designer Carrots Symposium aimed to:
- evaluate regional groups’ incentive trials.
- monitor and evaluate the effectivesness of SE05 in designing and implementing incentive programs.
- share what had been learnt through on-ground delivery of services.
- provide expert information on competitive tenders.
- allow participants to network.
