CB01 & SWLQ01
Capacity building with local government
These projects help local governments, including Aboriginal Community Governments and Islander Community Councils, to:
- understand the relevance of NRM priorities to local government business
- develop effective and coordinated approaches to local and regional planning and management for NRM issues
- integrate NRM priorities into local government corporate plans and associated mechanisms.
Project objectives:
- To assist local governments develop an effective and coordinated approach to local and regional planning and management of NRM issues, including the establishment of relationships within and between regions.
- To develop and deliver training programs to local government councillors, corporate managers and technical officers specific to the priority regions which builds on the strength of their existing skill and knowledge level in NRM.
- To produce relevant support products for local governments to equip them to be involved in setting standards and targets.
- To integrate NRM priorities into local government planning.

CB02
Integrating NRM into planning at the local level
This project helps local governments and NRM bodies integrate NRM targets into local government planning schemes by providing guidelines and training on how relevant NRM plan elements can be integrated into local government planning schemes.
This project will identify opportunities for integrating salinity and water quality issues into IPA planning schemes, trial and evaluate integration mechanisms and promote best proactive integration across regional NRM bodies and local government.
This project will build on methodology established in Natural Heritage Trust project 992708 Incorporating NRM Initiatives into Local and Regional Planning Instruments.

Capacity building in the design and application of organisation learning processes to improve performance
The project is divided into two stages:
- The development of learning and analysis tools or methodologies that can be used by all regional NRM bodies.
- The application and trial of these tools in 'learning circles' by interested regional bodies and regional coordination groups.
Project objectives:
- apply the Performance Excellence Guide for Regional NRM Organisations with interested regional bodies to develop their capacity to understand and use information on their own organisational performance in order to identify opportunities for business improvement.
- develop a scoping paper about regional body capacity to understand and use information and knowledge on the state and trend of a region's natural resource condition (through a State of the Region report) to deliver NRM outcomes.
- develop and trial a capacity assessment methodology for regional bodies to use and understand a region's community and stakeholder capacity in order to design and deliver effective capacity building activities.

Training needs and skill development of regional NRM groups
This project was completed in June 2005.
This project funded a training needs analysis of regional bodies and community NRM groups and the development of a web site which included training and skill development information.

CB07
Investment package for enhancing partnerships within regional arrangements
Support and advice on technical and community engagement matters helps to ensure the effectiveness of the regional planning systems and ongoing actino to support the NAP.
This project will provide funds to address gaps in technical and advisory support capacity at the regional scale, based on joint needs analysis between regional NRM groups and their regional coordination group.
After the analysis is completed, there will be an application process to access funding from the CB07 pool for strategic projects to address capacity gaps.

Regional Information Service Framework incorporating the Queensland Catchment Activity Management System
This project was completed in December 2005.
This project funded a training needs analysis of regional NRM bodies and community NRM groups and the development of a web site which included training and skill development information.

SWNRM01
Coordination of the Statewide Indigenous NRM Network
The Statewide Indigenous NRM Network (also known as the Murri Network within Queensland) consists of one state coordinator emplyed through the Natural Heritage Trust, three Indigenous land management facilitators employed by the Australian government and fourteen regional Aboriginal land management facilitators employed by regional NRM bodies (assuming all available positions are filled).
Project objectives:
- strong leadership and a support network for the ALMFs.
- ALMFs/regional bodies have the capacity to support Traditional Owners to develop suitable internal structures or arrangements to support regional scale integrated NRM planning.
- regional bodies undertand the contribution of Traditional Owners to NRM and planning.
- coordinated investment in sub-regional and regional Traditional Owner arrangments.
